Chen Meihui's car accident investigation concludes: Zhubei prosecutors office releases evidence, debunking the "fake car accident conspiracy theory"

Chen Meihui, former executive secretary of the Civil Reform Association and current Chief Blockchain Financial Crime Investigator of Taiwan XREX Virtual Money exchange, unfortunately died in a 6-car chain collision on the national highway while taking an Uber on December 4th. Due to her special identity and many doubts about the case, this incident has sparked widespread follow-up and conspiracy theories. The Hsinchu District Prosecutors' Office held a press conference on December 16th to announce the end of the investigation and put forward three key pieces of evidence to clarify the truth.

Three pieces of evidence debunk conspiracy theory: Non-tracked fake car accident

At a press conference, the Bamboo Task Force released detailed investigation results, including analysis of driving routes, ETC data, and national highway camera footage, in response to external criticism of the 'tracking and causing fake car accidents' argument. The prosecutor's office pointed out:

  1. Vehicle Dispatch and Route Analysis

The investigation shows that the driver surnamed Xu who caused the accident was instructed to pick up the couple surnamed Li and take them to Taoyuan Airport, not assigned temporarily. The route record proves that Mr. Xu's vehicle departed from Beitun, Taichung and entered National Highway 1 via the Tai 74 Expressway. The Uber ride with Chen Meihui only briefly overlapped on the national highway, and there was no long-term tracking sign.

  1. ETC Data and Driving Distance

After investigation, the distance between the two cars was as long as 3.6 kilometers, and the time difference shown by the ETC detection of the two cars completely ruled out the feasibility of tracking. The prosecutor emphasized that it is not easy to deliberately create a car accident in a busy section of the highway. At that time, there were as many as 500 to 600 vehicles, and the environment was highly uncontrollable.

  1. On-site Reconstruction and Analysis of Previous Car Accidents

The highway surveillance footage shows that another accident that occurred earlier at the scene has caused traffic congestion. Chen Meihui's vehicle was waiting on the inner lane as a result. The culprit, Mr. Xu, failed to slow down due to time constraints and ultimately crashed into Chen Meihui's car at a speed of about 106 kilometers per hour, resulting in a tragedy.

The perpetrator was charged with "manslaughter"

According to the indictment, Mr. Xu, due to failure to pay attention to the front of the car, violated traffic regulations, resulting in a series of rear-end collisions, which constitutes the crime of negligent death under Article 276 of the Criminal Law and the crime of negligent injury under Article 284. The Hsinchu prosecutor's office pointed out that Mr. Xu's negligent behavior resulted in the death of Chen Meihui and injuries to other passengers and the driver at the same time, constituting 'imaginary complicity,' which will be punished as a single offense.

The prosecutor further stated that the perpetrator surrendered to the police after the incident, and can have their criminal liability reduced in accordance with Article 62 of the Criminal Law. However, due to their negligent behavior resulting in serious consequences, they still need to bear legal responsibility.

Accident Cause Reconstruction: Hurrying and Distracted Driving Lead to Trouble

According to the investigation, Xu Nan, who caused the accident, received the dispatch task through the Line group on November 30, and picked up the couple surnamed Li to the airport in the early morning of December 4. At the time of the incident, he was blocked due to a car accident in front of him, worried about delaying the passenger's flight, did not slow down in time, and finally hit the vehicle of Chen Meihui, who was parked and on standby. Xu Nan confessed that he failed to respond in time because of his "trance" at the time of the incident, and witnesses at the scene also pointed out that the vehicle that caused the accident was driving at high speed, and there was almost no sign of slowing down when it hit.

Case Review: 6 Car Consecutive Collisions Shocked Society

In the early morning of December 4, Chen Meihui died while standing still in the inner lane of the Hukou section of National Highway 1 due to a high-speed pursuit. She was returning home in a white-label taxi with her boyfriend and colleagues, and there was another defendant in the leak case, XREX co-founder Wong Yiu-man. After the incident, the back seat of the vehicle she was riding in was violently hit and completely destroyed, and Chen Meihui died of her injuries.

The reason why this accident has attracted high attention from the public is not only because of the serious nature of the accident, but also because of her special professional identity and experience, which has led to rampant conspiracy theories. The investigation report released by the prosecutor's office this time has refuted the 'staged car accident' theory on the factual level, bringing the case to a close.
